WHAT IS ASEAN ICT AWARDS (AICTA)?

ASEAN ICT Awards (AICTA) is an initiatives and recurring project under the ASEAN ICT Masterplan 2015, ASEAN ICT Masterplan 2020, ASEAN ICT Masterplan 2025 to recognize the best ICT achievements among entrepreneurs and organizations across the ASEAN region. AICTA aims to be the benchmark for success in terms of innovation and creativity, offering business opportunities and trade relations, thus uplifting the strength of ICT and community awareness in region both locally and international region. It also serves to provide the platform to promote ASEAN ICT products globally.

The first AICTA was held in Cebu, Philippines in November 2012. This year, it is being held in Naypyidaw, Myanmar.

The AICTA recognizes innovations in six categories – namely Public Sector, Private Sector, Corporate Social Responsibility, Digital Content, Start-Up Company, and Research and Development.

 

Objectives

  • To recognize the most appropriate / advancement in the adoption of ICT.
  • The awards point the direction or trend on the growth and potential of ICT in ASEAN.
  • To further recognize the interplay of ICT in the growing economy of ASEAN.

 

Categories and Descriptions

  1. PUBLIC SECTOR: This category is for ICT innovations which are public sector related. It is for any application software, hardware or its combination that enables the more efficient, effective, transparent and/or low-cost Government operations, or implemented by the Government to provide the best and valuable services to the public.
  2. PRIVATE SECTOR: This category is for ICT innovations which are private sector related. It is for any application software, hardware or its combination that serves the needs of the private sector.
  3. CORPORATE SOCIAL RESPONSIBILITY:  This category is for any application software, hardware or its combination that supports the community in the ASEAN Member States’ society with the aim to promote the rights and needs of particular groups; or to improve the wellbeing, quality of life and standard of living of the community. The product shall be initiated, developed and owned by a Non-Government organization. However, the funding to the initiative and the development can be provided by the Government or Private Institution or both.
  4. DIGITAL CONTENT: This category is for any application software, hardware or its combination that relates to the process of combining text, sound, pictures, and videos, to create a diversion that holds the attention (entertainment), in the form of Multimedia, Infotainment, Immersion and Interaction.
  5. START-UP COMPANY: This category is for any start-up company which develops an innovative and potentially superior ICT product, but the company itself is still considered to be at the early stage of inception. The start-up company must meet certain criteria such as being a registered company not older than three years from the date of the AICTA competition.
  6. RESEARCH AND DEVELOPMENT: This category is for any ICT research and inventions of new knowledge, processes, product and services that meet the demands of the market. A few criteria includes the product being less than a year old since its date of completion, has not been marketed yet and the company being the sole owner of the intellectual property rights. 

   

AICTA 2021

About AICTA 2021

ASEAN ICT Awards recognize the most promising region-wide awards programme for innovative and creative solutions with real-world social impact.

The Chairmanship of ASEAN Digital Ministers' Meeting (ADGMIN) shall rotate annually, based on the alphabetical order of the English names of Member States. This Year, Myanmar assuming the Chairmanship shall organize ASEAN Digital Ministers' Meeting and related activities including the ASEAN ICT Awards 2021.

ASEAN ICT Awards 2020 had not been held in Malaysia due to the global spread of COVID-19 Pandemic. And Thus, ASEAN ICT Awards 2021 will be jointly organized by Myanmar and Malaysia. ASEAN ICT Awards 2021 is the first ever fully online AICTA competition which will be more important than ever as a platform for the regional ICT community to come together and bolster the ASEAN ICT products.

 

Timeline

  • AICTA2021 Online Submission: Extended to 14th October, 2021

  • Preliminary Judging (online): 18th October, 2021 to 19th November, 2021

  • Finalists Announcement: 24th November, 2021

  • Final Judging Briefing: 10th December, 2021

  • Final Judging (Online): 14th December, 2021 to 15th December, 2021

  • Winners Announcement: 17st December, 2021

JUDGING PROCESS

There are two (2) rounds of judging:  

 

Preliminary Judging (Online Judging)

  1. Each AICTA country coordinator must submit a minimum of one (1) judge or a maximum of six (6) judges from respective ASEAN Member States, to be the judge for the online judging.
  2. AICTA Secretariat will compile all the nomination entry forms by category and assigning judges, and send user name and password to respective judges for online judging.
  3. There will be a maximum of 10 judges for each category. After reading the participants’ competition documents and viewing the video presentation on the system (www.aseanictaward.org.mm). Judges will fill in the scores for each participant in the judging page. All judges have to review all the participants’ scores to ensure that all the participants. The deadline for submitting the final score sheet via email to the AICTA Secretariat will be informed by AICTA Secretariat. There will be a maximum of 30 entries for each category and a maximum of 3 entries per AMS for each category.
  4. English is the mandatory language to be used for both judges and participants during the preliminary judging process.
  5. Participants do not require to travel during the Preliminary judging process.
  6. A ‘deviation’ scoring system will be introduced on the online judging process. This allows a more accurate calculation for the average figure of the scoring. AICTA Secretariat will decide the deviation of the scoring.

 

Finalists

The top three (3) participants for each of the 6 categories from the preliminary judging process will then be entered into the final judging process. These short-listed participants will be invited to do a final live presentation during the week of the ADGSOM/ADGMIN meetings, date to be decided by the host country.

 

Final Judging

The Final Round Judging will be held online during the week of the ADGSOM/ADGMIN meetings, date to be decided by the host country. The presentations will be judged by one subject expert from each AMS.

 

Registration for Presentation Process

Each entry nominee must report to the AICTA Secretariat at least 15 minutes before the scheduled presentation time is due.

The AICTA Secretariat will register the entry nominee attendance and guide them to the waiting room.

An usher from the organizing committee or AICTA Secretariat will guide the entry nominee to the judging room when their presentation is due.

 

Presentation Time

Each entry nominee will have maximum 20-minutes time slot presentation (includes setting up and a question and answer session) to the judge panel with the following guideline:

  1. Equipment set-up
  2. Presentation, demonstration
  3. Questions and answers
  4. Disassemble equipment

 

Number of Judges and Scoring

a. Each presentation from an entry nominee must be attended by ten (10) Judges; along with three (3) expert judges from outside AMS country.

b. It is mandatory and the responsibility of all judges to enter the scores on the given score sheet in excel format.

c. The scoring must be completed by the end of the judging process for each respective category.

d. The final scoring will be submitted to the administrator addressed to ASEAN Secretariat as soon as the judging process has been completed.

e. A ‘deviation’ scoring system will be introduced, on the final judging round. This allows a more accurate calculation for the average figure of the scoring. ASEAN Secretariat will decide the  deviation of the scoring.

i. Change members of the judging panel unless under very special circumstances (i.e. illness of judge, judge conflict of interest etc.).
ii. Replacing judge(s) for one particular Category during the AICTA competition process is solely the authority of the ASEAN Secretariat.

f. The winner for the final judging will be based on ranking, that are classified:

i. Gold
ii. Silver
iii. Bronze

 

Language

Standard English is the mandatory language to be used for both judges and participants during the final round judging process as well.


These judging processes are intended for the AICTA competition; however they may also applicable to AMS for their domestic in-country ICT Award competition. 

   

Awarding Ceremony

The AICTA Award Recipients are honored with AICTA Award Trophy and Certificates, and will be awarded by ASEAN Leader at the 2nd ASEAN Digital Ministers' Meeting.
